Description of Duties: • Humanitarian aid needs assessment (i.a. medical and health-related matters, nutrition, water and sanitation, shelter…)
• Mediation, conflict resolution and reconciliation
• Emergency support needs assessment (including phsyco-social, physical and economic damage assessment, reconstruction/rehabilitation planning and assessment of local implementation capacity and structure; socio-political situation among the population - “peace dividend”)
• Monitoring/observing cease-fire/peace accords and agreements
• Information/media support in crisis/emergency situations
• Demobilisation, disarmament and reintegration (DDR of armed forces, including child soldiers. Point 6 hereunder is dealing with arms disseminated within civil populations)
• Collection, storage and destruction of small arms and light weapons (including the reduction of illicit flow and supply of weapons)
• Clearance of mines and unexploded ordnance and related activities (including mine awareness, marking of minefields,
Project Description: ULG is a partner in a consortium which has been retained to provide services under the new EU Framework system under LOT 13: - Humanitarian Aid, Crisis Management & Post-Crisis Assistance. We will be responding - at short notice and under accelerated Framework procedures – to invites to provide short term experts in the following generic fields:
the entire EU project cycle (programme / project identification and preparation / formulation, assistance with implementation, preparation of Terms of Reference (services, works and supplies) and evaluation of offers (Procurement), evaluations (ex-ante, interim, ex-post etc.) and monitoring.
A number of cross cutting (horizontal) aspects will also be covered including:
Cross-sectoral policies and reforms, appraisals / studies, legislation, regulations and law enforcement, approximation of legislation (acquis communautaire), institutional building, training and research, awareness-raising, (incl. information and communication), information systems and technological issues, gender issues, environmental issues, HIV/AIDS issues (impact, prevention, mitigation).
